In 2004 the personnel of Perelman Security Group recognized the need for high quality counter-terrorism and emergency response training designed for America's public and private sector entities.

Their goal - to create a single point of access to domestic and international counter-terrorism research, education, training and related materials. This goal was realized with the creation of the Institute of Terrorism Research and Response, a nonprofit corporation.

The Institute of Terrorism Research and Response's Israeli and American experts provide counter-terrorism training seminars and security expertise in dealing with threats of international terrorism, preparing for Weapons of Mass Destruction (WMD) attack, suicide bombers, and other forms of international terror to both the public and private sector.

The Institute of Terrorism Research and Response's domestic terror experts provide training seminars and expertise in dealing with domestic terrorism and eco-terror groups including the Animal Liberation Front  (ALF) and the Earth Liberation Front (ELF).
